Do you think I can use use outbound links to increase specific page relevance?

In other words:

Does Google take in consideration the text anchor of outbound link in order deduce about the current page content?

Yes. It is great SEO to link out to sites that share topic related themes. It shows that you are serious about your subject. Go for it. On Right to Buy from Council Tenants Advice Bureau (UK) Ltd I have a links out page system that is not a kick in the teeth behind Wikipedia and it creates incredible cache search tems - hundreds and hundreds of them.

It's a known fact that google guess the content of a pagey, according to the text anchor.
Theoritical, you can promote page with no-content. I know that for sure, cause I tested that issue.

I'm asking if the content of the linking page is a "guess-factor"?

A page with no content is relevant to nothing except external factors. So again no, they do not try and "guess" the content of a page.

The content of an external page and/or anchor text is not a "guess factor". This would be akin to Google "bowling" or "bombing".

A page about "apples" with thousands of external links from pages with content about "monkeys" does not cause Google "guess" that the target page is about "monkeys".

The topic is being edged 'off topic' we have gone from external to internal linking.
Idandone - you are asking some good questions, but you are in a very experienced realm of posters.

You cannot possibly promote a page without content - that is non sensical.

Anchor text means something that 'glues' the page together, a common denominator. Bot sees 'blue alligator' bot looks for other sites with 'blue alligator' all in the blink of a millisecond. Once the connection is made it creates a 'cache' - if you are lucky enough to have worked out how to create a system of deliberate phases by inward and outward linking then you can be on to a winning combination.
Try to follow up your posts with examples. It helps us as well as you.

I don't know if it's a good example, but Google-Bombing, even if it's pretty rarely today (because some algorithms updates, is regarding to promote a page, relaying only on the text-anchor.

Aaron Wall from SEObook once presented a nice post about promoting sites with text-anchor only.
(unfortunately, I can't found that post).

Aaron Wall and I have posted together on many occassions, he pops in here sometimes. When you cannot find an old post to relate to - set up a google alert and use the poster and what he or she wrote and if the link is still around you will find it.
