This is not new, but quite an old phenomenon.

Google.com refers to Google (Worldwide) whereas Google.co.za refers (Mostly) to links from South Africa. If your domain has a .org.za then it is natural that it will rank higher on Google south africa as compared to Google.com (Worldwide).

If you want to gain higher rankings on Google.com then try getting links from worldwide websites.

IP also affects search results (google selects results regionwise).

That's a pretty well known phenomenon. If your site is a .co.za site or a .fr site, it will rank better on the regional domains of Google.

Clear cut "local SEO". Not a bad thing. Nor does it say that it wont get ranked better on Google.com.

Questions

- Are you trying to get links from sites "locally hosted" or with .za extensions (in other words, locally targeted sites)?

- Have you set the "GEO target" in Google webmaster tools?

- Do you have local information on every page of your site?

Try getting more links from .com domains. Your current standing means Google is taking your site as locally targeted. You have start working on to change the perception to get ranked on .com version AS WELL...

regards,
