Still Going Grey..

Can anyone suggest reasons why pages like the following are still showing a grey toolbar? In every case they are informative, original content, no duplication (except with the brief summary on the secton pages) with no spamming techniques as far as I can tell. However they have been grey since they were first created - the oldest around 2 years now.
