why our site is till PR 0,but the keyword rank first page on google.

PR is important but I would focus more on the number of keywords the site ranks for

This is another good example of why PR is over blown. If you ranked #1 your PR does matter. You have accomplished what you needed to do.

The green PR bar gets changed quarterly, roughly. Sometimes it's a waiting game. With that said, PR goes up and down and as you can see first hand, it doesn't directly relate to how your pages rank.
That is, unless you're using the Google Directory, where links are sorted by PageRank in descending order.

PR is not so important. PR is the direct measure of link back (quality link backs). Link backs are like online votes for your website. You have more number of votes..you can get good PR and more importantly you will get good popularity with quality votes Regards Subhash

PR is important. Its still a ranking factor and a big factor in what pages hit the supplemental index. But I'm talking about real PR, not the green bar!!!! It takes a lot of "reading between the lines" to get some info from the green bar.
