I have been exploring information on site submission, particularly to Google and have been reading up on PageRank. I noticed when reading Google's PageRank Explained by Phil Craven from the SEO lab webpage recommends creating and adding new pages to maximize page rank. I'd like to know if a link to another site is considered a page?

Please keep in mind that I'm extremely green.
