Toolbar PR has not been updated by Google since April.

Correct. Toolbar PR in and of itself is pretty meaningless. At this point even Google themselves are not bothering with it.

I would worry if I have been you. Almost all your pages are in the supplemental index. How are your rankings? Are you sure that you have not been penalized?
I guess you must check some things out.

What you think is not correct. You are leaking a huge amount of PR, and I guess you have duplicated and many other issues too.

Hi - I'd be really worried about that load time too - way to slow.

Also - classic error - no page linking - you have htm linking - use html - here's your sole link to the Saab page
Google Question [Archive] - Webmaster Forums

Saab Auto Parts (http://www.MBSAutoParts.com/saab-auto-parts.htm) Jaguar Auto Parts (jaguar auto parts, oem jaguar parts, discount jaguar parts – mbs auto parts) ...
www.ewebdevelopment.net/forum/archive/index.php/t-1856.html - 4k - Cached - Similar pages - Note this

A forum post - you need authoritive Saab links - Jaguar links etc.

How did you determine he is leaking a huge amount of PR? Do you mean by allowing his contact us page to be indexed, for instance?

I use this PageRankBot - Supplemental Results Detector (SEO Tool) (desktop and web applications) and I also came up with a hack after a work of some weeks, how to see the pages of the supplemental index only.

Recently I was reading posts of famous SEO professionals, claiming that disallowing search engines to follow the contact, about or the privacy policy pages would be a good idea against diluting PR.

I fully disagree with that! Those 3 pages play an important role for Search Engines in terms of:
Credibility - GEO Location - Trust.

If you have a web site and you do not have your company address on every page, then it would been added in the contact or about page. If the SE are disallowed to follow those pages, you hide you location from Google. So what? Think about local search. And this issue is a trust factor for Google, and other SE. The same is also with the privacy policy.

I added to my sites besides their HTML Privacy Policies a second Privacy Policy called "P3P". Check my site with this: PrivacyFinder
Stick there for a while and have a closer look to it. Interesting...

Yes, I've read and heard about having your privacy policy, contact us, about us, etc., pages being NOT indexed to help distribute PR elsewhere. Your argument against that definitely makes sense and we thought the same way. As such, we've had those pages being indexed since day one. We are, however, changing our tune and setting those types of pages to noindex and excluding those pages in the robots.txt. We are curious whether or not that does make a [positive] difference or not. Of course, we most likely will not know the results of this experiment until several months down the road, I'd assume. We noticed a few of our competitors doing the same thing.
