eval.google has 10,000 human evaluators
Matt Cutts has posted on his blog that google has 10,000 human evaluators. So I guess that proves that a human ranks your site through eval.google.com.

I figured they did this since first hearing about Google Eval. I truly think it is necessary for fighting SPAM.
