My site used to be PageRank 3 all the way through but after adding a new page and moving things around a bit, there are now 2 pages that are 'No PageRank Information Available'.
How is it possible that these pages have no Rank whilst others are PR2 or PR3? Do you have to register new pages? Can spamming cause this? What have I done wrong?

That definitely can be frustrating. You don't have to register new pages; the search engine bots will find them.
Most likely it's a new page and Google hasn't crawled the page yet. Google only updates PageRank once every three or four months, so there's no problem if it's not showing PR. Wait about 3 months and then if there's an issue I would take a look at it then. But for now, I wouldn't worry about it.

One thing you might consider is going to Google Webmaster Central and use the Webmaster Tools to create and submit a sitemap.
It won't get your PR issue resolved any faster - As Bill (bhartzer) pointed out, that's just going to be a waiting game. What it will do is give you an idea of how Google is seeing your site though. If there are any major crawl errors or problems, they're going to be easy for you to spot.

Hi, this is very normal that new web pages or moved web pages dont have a page rank as soon as they are created. You will have to wait till Google updates its page rank. By that time, you can build some IBL's to that web pages so that while Google takes time to crawl and get updated, you can have some +ve side to get a gud pagerank.
