That was probably the first problem on the table when they decided to tackle the issue.
We can't make the judgement unless we know the algo. Some report that a few bombs are still active, which means the changes were not as simple as a single "if" statement.

It's amost as if they are saying share-holders don't want to have any say how their money's being spent.

Is Google changing their "essence"? Yes, and yes again.

It's a big, (one of the biggest), businesses now, not two nerds in a shed with a computer and a couple of hard drives.

As Google move, open new data centres, in other Country's then they may have to compromise even more to follow the rules of that Country.
