Default Wildly changing SERPs

For some reason, Google is making one of my website's rankings go crazy.

It all started a months or two ago when I noticed (using seochat's "future pagerank" feature) that the most popular page on the site increase it's pagerank from a 4 to a 6. This obviously made me quite happy. But immediately after that, I noticed that the search result position decreased from about a 6 to 20+ (second page). And not only that, all the pages on the site decreased in SERPs. This lead me to believe that a filter/penalty was put on the site by Google, but I could not find any obvious reason for this (I haven't changed the website, nor have I sought new incoming links for the site, and I even checked people's signatures on our forum to see if maybe new links were coming from there).

My guess was that whatever was causing the pagerank increase must have triggered the filter, and so I'll just have to wait it out.

During this period, I kept on checking the future pagerank, and I noticed that all the servers listed the PR as 6 now. Towards the end of the penalty period, I noticed some of the servers would still report a PR of 4, while the majority of the servers would report a 6. The servers that reported a 4 seems to be the ones that are indicating future updates.

Anyway, the penalty period was over and all the pages on the site returned to their original positions, and some higher than before. This lasted about a week only though, and now it seems the penalty is back. Again, the future pagerank shows all the PR to be 6. Again, I haven't made any changes to the site nor seen any new links coming into it, and the other sites I have (closely related to this site, part of a group of sites) remain perfectly fine throughout.

If I had to guess, the pattern seems to be:

1. For some reason, page ranking goes from 4 to 6
2. Google gets suspicious of PR increase, implements filter
3. For some reason, PR drops to 4 again - filter is lifted
4. Back to step 1

Does anybody know what is going on? Is it something I'm doing?

Public PageRank is being updated in all of their datacenters. You can't get an accurate reading on it yet until it is done.
