Default <A HREF vs. <Post Action for referral links

I'm interested to know about a referring link to a website. If someone places a link using an <A HREF tag to your site, does Google place the same value if a <Post Action tag is used?

The <Post allows for all of the tracking infomation to be hidden and not have to be part of the URL as with a <A HREF tag.

So far I know, it is impossible for a SEs to follow the post action.
If I am wrong, please someone correct me.
