Default Duplicate content Penalty removed?

Is the duplicate content penalty still in effect?

Perhaps I don't understand how it works. I have a buddy who has a web site that has three different domain names pointed to it (same content on the same server - it's the same site, literally) AND he has text links on the bottom of each page pointing to each domain name. view at: Debt Arbitration (Links in question on bottom).

And yet he has a PR of 3
Isn't this exactly what the duplicate content penalty is supposed to be about?

The algos either score all sites or the copy cats lower or discount the late comers all together. By the way PR 3 is nothing to brag about and I guess I would want to know what searches he is coming for and where before a more specific analysis could be done

PR has nothing to do with duplicate content.

I'm certinley not bragging, in fact you can't find him in any searches (at least not the first three pages) on google.

But I thought if you got a penalty from Google you'd get a PR of n/a. Not an increase in PR. He used to have an n/a but I did a little basic on site SEO for him and gave him a few kinks from my sites and now a couple months later, even though he refused to do away with the extra doamins or remove the links he has a higher PR.

I don't believe that there is a "duplicate content penalty" Rather, when google encounters duplicate content, it picks one page to include in the index and ignores the rest.
