Default Is Having Lot of Links To ResourcePages On Home Page Spammy?

Hi,
I do link building for a number of websites and for most of the sites, there would be links to the Resource Pages from the Index Page. For most of the sites, there are almost 6 - 10 resource pages which are linked from the Home Page.

Now, our client said that Google would consider this linking from Home Page as spammy and he had changed the template giving link to only one resource page and made it as a Directory.

Is he right ?? Does Google considers lot of links to the resource pages from the Home Page as Spammy??
Please Help Me !!

IMO it's a matter of "trust". Keeping a balance of links within a site and text is important. When a page is "heavy" with OBL's or links to a page that is heavy with OBL's the tendancy is for that page to be considered less reliable from what I've seen. Take into consideration the number of "links" pages that have been deindexed of late.

You can look at it this way. You have 2 pages. One page mainly links to product/informational pages within a site. Another page links to a page of links that point outside of the site. Which page of content is most likely to be considered "trusted"?

I can say that linking to one Directory can be better in terms of usability for site visitor - to see all resources in one pile.

But making it the way you said is also possible. Isn't Yahoo with the same pattern? Home page links to different categories and they have tons of other useful links inside. Normal portal type of site.

Or look on the way I made partners directory on my home page (at the bottom). Links to all categories from index page. And site is nicely indexed and even grows up on Google. And not such a reputable site as Yahoo, only 1 month old. So not only big sharks can practise this type of linking.

I think the biggest issue here is the quality of links. The rest are details, both two variants are possible.
