Legal Fraudulent Adword Clicks?

Few days ago, I found a guy selling in the Ebay software that he claimed can generate clicks on website ads. Each different click will be generated using different IPs coming from different free servers over the world. As a result, companies that placing ads on these websites cannot detect the fraudulent act.

I wonder whether this method of generating click is legal or not? If it applies to the Google adword, can Google detect this malpractice? Anybody has comment on it?

No its not legal and it also may be tied to the hijacking of other computers.

The mere mention of fraud and legal in the same sentence makes me cringe. Those two cannot ever co-exist.
