How can get a better Page rank than 2/10 on Google.

Hello I have a site that has been running for 2 years. PPC campaings costly , I am also trying to optimise the site myself.

No matter what I do I cannot cahnge thie page rank of 2/10.

Can anyone help a novice?

isnt page rank associated with linking (internally and externally) ? You have to increase the number of sites linking to you...
