sandbox for english websites

hi, i'm about to make my first english language website for a fitness shop in Los Angeles. Great if you know i live in Brazil ! ;o)

My client wants good search results in Google. Off course.

QUESTION: how long does it take untill a new english website (.com) gets indexed in Google (understood that enough inbound links have been set and design is according SEO standards). Is this delay called the Google Sandbox effect? Does it appear for all new websites? Or isn't there any delay at all?

I haven't experienced this delay for other languages.. is this sandbox-thing specifically for english websites?

as english is the most competitive language, english websites are more likely to be put in the sandbox?

what is the maximum time to be put in the sandbox?
