Default Google and Links Question

1.) I was checking links and found that an "off-topic" PR4 site I'm linked to has enormously expanded the page my link is on. There were none when we linked, but they have added about 25 links, plus the footer is now filled with 30 or 40 internal links all jumbled up - plus now Google Ads are placed there recently - plus it's in a link directory page of about 30 or 40 sub-category link pages.

It should go right? I hate to drop a link since I only have about 10 exchanges on my site link page www.keepitdrycase.com

2.) Also, does it have a bad rap for having lots of "&#" symbols in front of the anchor text - after the <a href url> portion? Is that part OK?

3.) Also has "tags generated by submit express" and the other pages in the links directory page are sites they've linked to, that are linked to casinos and other sites that some find unsavory.

Your professional opinions would help me tremendously on all questions.

4.) PS: Another has my site linked to a PR4 page but there's only one page on the site that gives access to the links page and it's the "FAQ" page ONLY, a link the footer, in tiny font. Go or stay?

5.) Another has changed all of it's navigation to pop-up windows - very weird - and my pop-up blocker kills it when I try to navigate to my links page! Google knocked the links page back from PR5 to PR3 also. Stay or go?
