Has google hurt with the new index their AdWords hits?

has everyone noticed that google is not able to spend the maximim amount per day anymore after their new index? Does some see that google is changing the index again?

Bevore the new index google AdWords has spent the maximum amount of the money per day, after the new index they are not able to spend this money. Every day the ranking of the web site is changig now to almost the same position like it was bevor. Any one making the same experience?
