Default Is it ok to have OBLs like this post Jagger?

My company's website suffered a great deal in SERPs recently. We used to occupy page 1 rankings on all three major search engines (we still do with 2) for some secondary key phrases. Two weeks ago, we dropped about 80 places, recovered to page 4 and now are on page 26!. Needless to say, traffic has all but dried-up. I have been reading the posts regarding the recent update with interest and would very much appreciate if you could clarify whether it is ok to have OBLs like this on our site.

The sites listed here are all governmental/semi-governmental type organisations and we set up this page as a genuine help for our visitors.

Sure why not? If they are useful for the end user, then they are good for your website. We shouldn't over think SEO sometimes. If you consistently think of your end user first you will be surprised how well your website will do in the search engines.

The only thing I would suggest is to better place them throughout your website content where appropriate which would help you and them more.

I'd be more concerned with all the crazy frames you have going on. I'm guessing that you are already aware of any pitfalls associated with using frames and perhaps you've already found info here at Web Pro World to make the site work well with frames... But, as far as I know, frames are generally bad for seo.

Also I see a lot of dynamic pages. Have you done google site maps yet?

Back to the original question -- no I don't think outbound links are bad. MAYBE if there is some kind of reciprocal linking going on you might lose a bit. But links, by themselves are not bad.
