I think there are two answers:
1. You need to have a site that's entirely different from all the competitors -- and this means your client must be doing what no-one else is doing (or doing it in a better way than anyone else). Unfortunately, the odds are more than likely against you about this being the case -- insurance is insurance is insurance, ad nauseum.
Which means you have to look at ...
2. AdWords. It's really the only way in which the company can turn up on the SERP pages. Even then, though, you need to have something that's sufficiently creative (i.e. more compelling than all the others that are likely to be there) and capable of earning enough clicks (that must also then convert) to give your client the business they want.
So is there really an answer?
Perhaps not, other than a ton of money, a lot of patience, and something akin to the lap of the gods!

PS. The obvious analogy is the challenge faced by real estate agents, most of whom don't appear high up in the SERPs, other than in their (relatively) immediate geographical area. In fact, there's a whole industry aimed at improving their lot in this regard -- with the consensus being that a) you must be different and b) you need to be operating in a market niche.
