I think there are two answers:
1. You need to have a site that's entirely different from all the competitors -- and this means your client must be doing what no-one else is doing (or doing it in a better way than anyone else). Unfortunately, the odds are more than likely against you about this being the case -- insurance is insurance is insurance, ad nauseum.
Which means you have to look at ...
2. AdWords. It's really the only way in which the company can turn up on the SERP pages. Even then, though, you need to have something that's sufficiently creative (i.e. more compelling than all the others that are likely to be there) and capable of earning enough clicks (that must also then convert) to give your client the business they want.
So is there really an answer?
Perhaps not, other than a ton of money, a lot of patience, and something akin to the lap of the gods!

PS. The obvious analogy is the challenge faced by real estate agents, most of whom don't appear high up in the SERPs, other than in their (relatively) immediate geographical area. In fact, there's a whole industry aimed at improving their lot in this regard -- with the consensus being that a) you must be different and b) you need to be operating in a market niche.

I have made a post similar to this on many occassions. Someone once asked me how we manage to do £80million per year (£30M up on last year)in relatively small loans and not spend very much on advertising. The answer is 2 fold. 1 people like our site, it is both informative and practicle 2 I use my Company initials to great effect, a guy phoned me recently and asked if I would advertise with a National Pizza Company, I said, 'I don't advertise'- but I thought on it for a while and asked around my office. I asked the girls, where do you get your pizza's - 80% replied with the same name as the guy who had phoned me. So I called him back, he tried to sell me a big ad, but I was not going to spend a great deal - after all 'In this life one thing counts, in the Bank large amounts'- So I simply put in an ad that sort of read - Council Tenants? Looking for a Right to buy Mortgage? Search CTAB on any Search Engine. We are 1st page listed on every single SE that I can think of for that search term. Now my site does the selling. I covered the cost of the ad by switching from freephone on the site to a locall rate. I'm here to make money, and provide a service. Using Company Initials is a good way of doing just that.
