If you read Google's webmaster guidelines (I think in the advanced section) it does state that the location of the host is taken into account.

month ago - we changed our server location to Germany to meet the local market, domain is ".de", language meta tags are "de". For our main keyphrase SERP were about 50 from 4000000 before server location change, now after change and indexing we have the same SERPs. |

Server location is just a small part of the big picture. you will not see improvements overnight.
It does help, considering when other things are the same. If your website is hosted in the UK and your customer is searching from UK, then your site will be given importance over another website hosted in china or the US.
