Whenever you publish anything (article, press release, blog etc...) make sure it is up and indexed on the desired original Site of registry before syndication!

That's the only common sense suggestion I have here.

All the article is saying is that if you want to avoid the duplicate content filter, make your content unique. That seems pretty common sense. Nothing all that earth shattering there.
