I have noticed couple of items in Google - First, every time I change my site's main page's title, it shows up in SERPs within a day or two. However, changes to title tags of other pages of the site take weeks to change. Why is Google treating them differently? What can be done to make Google pick up changes of other pages on the site at the same rate as the main page?

You probably have most of your links pointing to your home page, so this is the page that will have the most meaning in Google's eyes. It will therefore spider it more often than the rest of your site. To get more internal pages spidered more often you should try linking not just to your home page, but to actual internal pages.
