Hello Randy,

Thank you for your email, and welcome to Google AdWords. I understand
that you are inquiring about the billing and payment procedures for your
AdWords account. I have provided detailed information regarding this
matter below.

With the AdWords post-pay option, you pay only for clicks you've
actually received, so you are not billed in advance.

We create an invoice for your advertising charges and bill your account
every 30 days, or after a certain amount of advertising charges (as
determined by history in the program) accrue - whichever occurs first.

Please note that the credit limits that follow are for the currency of
United States dollars. The values can be converted into Philippine
pesos using a currency converter.

The initial credit limit of US$50 is incrementally raised each time an
account hits its credit limit before 30 days have ended. The credit
limit is first raised to US$200, then to US$350, and then to US$500. The
amount invoiced and/or billed may be slightly in excess of the credit
limit if an account accrues clicks very quickly.

Your monthly charges are calculated by multiplying the total number of
clicks your ad accrued during the billing period by the cost-per-click
(CPC) rate associated with your campaign(s). For example, if you are a
new advertiser this month, and your ad receives 200 clicks and your CPC
rate is PHP161.00, the charge for that ad will be PHP32,200.00 (200 x
PHP161.00). Your total account charges for this first month, including
the PHP300.00 activation fee, will be PHP$32,500 (PHP32,200.00 +
PHP300.00 = PHP$32,500).

In your specific case, when I reviewed your account, I found that
between its creation and the time you deleted the campaign on June 24, 2005,
your ad accrued enough clicks to total PHP7,326.61. However, your total
outstanding balance is PHP7,626.61 (PHP7,326.61 + PHP300.00 activation
fee).

REACTIVATING YOUR ACCOUNT

According to our records, our system was unable to charge your credit
card for the aforementioned amount on June 25, 2005. Whenever we have a
problem charging a credit card, we suspend advertising for that account
until the problem has been resolved.

To process your charges and reactivate your account, please re-enter
your current credit card number or enter a new credit card number.
Submitting this information, even if it is the same as your existing
information, will prompt our system to process your charge again. Your ads will
start running as soon as our system successfully processes your payment
-- typically within the next 24 hours.

Please note that you can always review the status of your billing
(payment received or declined) on the Billing Summary page. To review your
Billing Summary, click the 'My Account' tab at the top of any page. If
you'd like details about a specific payment that has been declined,
click 'Payment declined' beside the line item to review information for
that particular payment.

To edit your credit card information and re-enable your account:

1. Log in to your account at http://adwords.google.com/
2. Click the 'My Account' tab.
3. Click 'Billing Preferences.'
4. Click 'Edit' next to the 'Payment Details' section.
5. Fill in all fields on this page, including your credit card number.
6. Click 'Save Changes' when you are finished.

Default I don't follow...

I don't follow how you're a victim. It appears you got clicks and were charged for them, but your credit card was declined so you didn't actually pay for them. Or are you saying that Google is the victim here? That's all I saw.

LOL - I guess I can get away with that since I resigned as Moderator...

I have only seen self victimization when it comes to this topic!
