Does anyone know whether a link on this page has any value?

Just wondered whether ....../7%20links.htm
has any significance.
Why would anyone want to name a page that way?

They didn't name the page that way really. What they did was leave a space between the '/7' and 'links.htm'.

Instead of a space in file names, browsers and spiders will substitute the code for a space character.

That code is '%20'.

I don't think having this code the url effects PR in anyway, if that is what you are asking. It is in every way a fully formed url.
