Who has the highest PR with the lowest page listing?

I have two web sites, one has a PR 6 and no where to be found for any of it's keywords. This has been like this for as long as I remember.

I think PR has very little if any importance, on the actual ranking of a page. What matters is the page content and the inbound links. If a PR0 page has better IBL's and Content than a PR9 page the PR0 will rank higher.
