Default Reporting illegal sites to Google

I have reported several sites to Google that are using illegal SEO tactics to get top placemnets for popular keywords that I am trying to place for my clients.

This is how Google responded

know, we've devoted a section of our site to helping webmasters understand
some of the illicit practices that may lead to a site being removed
entirely from the Google index. Please visit our Webmaster Guidelines at

creating and maintaining a 'Google-friendly' website.

If you encounter sites that are trying to deceive our web crawlers, please
submit a report at http://www.google.com/contact/spamreport.html. We use
these reports to collect data that our engineers use to devise scalable
solutions to fight spam in our search results. Please note that we are not
always able to take action on individual sites as a result of these
reports. However, please be assured that we are using the information to
make large-scale improvements to our system.

We appreciate your assistance in maintaining the quality of our search
results.

I am surprised that Google will not take action on an individual site. What are your thoughts?

Its been stated many times, that Google only very rarely takes action against individual sites.
