submitted page for 1 month ago, and pagerank is 0, is it ok?

I have a site , and it is submitted to Google for more than 1 month ago.
I checked the population of this site permanently on the marketleap.

my total links is about 136, for example the yahoo find about 40 links to my site but at google this is 0.

I red that the google refresh the pagerank close montly.
So my question is that:
Is the pagerank 0 is correct result from Google, because my pagerank is not refreshed, or the pagerank is refreshed, but my site doesnt have enough good backlinks to higher pagerank?

I find 14 IBLs (inbound links) to http://aprobox.uw.hu showing within Google's sampling of your backlinks.

This I cannot help you with, for I have no idea of when Google's PR will update or if it is predictable. However, keep watching this thread as somebody here may be able to answer this question for you.
