why is this page number 1?

I was wondering if anyone could help me out, a page we run is coming up as #1 when searched 'champagne regions' in Google 'UK' search.

it only has a PR of 3, no major backlinks in terms of numbers really, its not even completely optimised!!

Any one got any clues? Page is:

first of all, it has several places with direct match: 'champagne regions' in the plural!

title, heading, also keywords are in meta tags. page is quite short and google acceptable, so it may have quite good keyword density and other onpage factors. so google loves it.

Also, it's a very non-competitive search phrase.
