Googleguy said quarterly. It’s been 74 days. I think we all need to be prepared to wait until day 90 to 92.

Each public PR update is followed by a lot of confusion in the message boards. This normally lead to google bashing.

With the google stock IPO I can see why they would want to delay the update.

This does not mean the google internal page rank is not updating. This is why good new sites with quality content and design are already appearing at descent levels in google searched.

I launched a site since the last PR update and with my preferred keyword combination have already achieved first page in Google and Yahoo.

Thats not my recollection of what he allegedly said.
He mentioned in passing that Google might consider it - they may well have gone to quarterly updates, but it was not announced by GG.

Since we are at day 90 and a year has 365 days and 365/4 = 91.25 I took this to mean the PR should update within the next three days.

Some people have been suggesting that quarterly updates refers to the financial quarters of the year. The 3rd quarter ends on Oct. 3-4 I think this year.

I think PR will update when GG figures out a good way to discount the value of automated link building services in the algo. Specifically, the ones that use thousands of different C-blocks of IP adresses and are run by the smart, wily SEO types. Until then, my guess is that GG doesn't want the rankings artificially inflated.

OK, I’m not arguing, just asking a question.

Say a new site has lots of information about widgets. Many other sites link to this new site and say in anchor text this new site is the place to get information about gadgets. You do a google search on gadgets. Will the widget page with not a lick of information about gadgets rank well?

If yes, then the only thing that matters for SEO in google is inbound links, end of story.

Yes. One of the most popular examples of this is a google search for computers. Click on the first natural link, view its source and count how many times the word "computers" was used. In fact, I just checked and that word was used a grand total of 6 times total on the first 4 sites. Ov reports that word was searched for 3,856,412 times last month; now that is a competitive phrase.

This is very near the truth. I don't suggest totally disregarding your on-ste SEO, but the single most important thing you can do to improve your SERPs is get quality inbound links.

How the heck would they ever do that?

I think there waiting to fix the PR code that was stolen or given away or whatever happened. This is the most common guess that I've seen on the boards. Operative word is "guess".

And just to make sure, quality inbound links is defined by links at sites with a high page rank from sites with your anchor text the way you want. Relevancy to being a fit to what your site is about is, well, irrelevant.
