Default Robots.txt question

I have an empty robots.txt folder out there on my public html. Does the empty folder help hurt or make any difference. I put it out there because someone said on another forum that even an empty folder titled robots.txt will improve PR.

Robots.txt file have nothing whatsoever to do with PR and page ranking.
