PageRank will not be affected by one way linking, but SERP possitioning may be. Backlinking may cause the value of the links to be diminished a little.
From my experience pages with a few outgoing links actually rank higher than pages with 0 outbound links. Its almost like google wants to see a few links per page. |

Non-reciprocal links are great, and reciprocal links are great as well. I have several sites and control dozens of client sites that are in the top 10 (with many #1's) for some very competitive search terms as a direct result of high-quality reciprocal links.
The only advantage of a one-way inbound link over a reciprocal link is you aren't sending the other webmaster any of your traffic. For getting top search engine rankings there is no difference whatsoever. The disadvantage of one-way links is they're much harder to get than reciprocals, especially when your site is new and needs the links the most. My advice is to start off with an aggressive reciprocal link exchange campaign and transition to getting one-ways after the site is established.
