Default PR 4 - 21k links v PR5 - 34 links?

My site has a PR of 5 with only 34 back links on google whilst another site I found has a PR4 with over 21,000 backlinks. How come?

you probably have a better site.

google shows you more respect, hence more pr.

Im a PR 5 with only 22 IBL (was 25 last update)

Default Quality of links?

Perhaps 34 higher quality links (determined by those links' page rank?) counts as much more than 21,000 PR 0 links?

I went back to the site that I quoted with 21,000 back links and a PR4. It now has a PR8. I must have been mistaken in my first post and confused two different sites. Apologies.
