Dynamic Link And Search Engine

Hi Guys

I am new to this forum and new to web marketing or optimization. Now a days iam exploring this field.
I was reading somewhere(microsoft B-Central) that if my page has dynamic URL i.e if it contains ? or & signs then some search engine doesn't rank those page. Is that True caz now a days website are more dynamic.
