Google's backlinks and
PR is updated almost constantly. Such changes are made visible in the toolbar and backlinks checks every 3 to 6 weeks (lately).
The updates you made to your site will have all the effect they are going to have once the updates have been indexed. You can check this by searching google for "cache:http://www.yoursite.org/folder/page-in-question.html".
If the changes you made are visible in the result, then the effect of the changes you made are already reflected in the SERPs. If it shows your old page, google has not indexed the new version of the page yet.
No one can predict with any certainty where exactly a modified page will land in the SERPs.
Changes to Google's algo are made sporadically. Brandy, Austin, and Florida are some of the most recent. Small tweaks may be made almost constantly, who knows?
