duplicate content filter

I have a question in our main directory www.444.net we are marketing a busines directory in holland www.444.net/nl and in belgium www.444.net/be we have many high scoring keywords in belgium and holland. the problem is only when someone kliks the bottom pages from belgium than we are nowhere to be found or verry low. In the netherlands the problem is les becaurse the is the choice not pages from the netherlands bud in the dutch language. When i look at the pages in belgium then they are almost all .be domainnames. So we are registering 444.country codes and where not available 444net.country code like belgium www.444net.be and netherlands www.444net.nl we are hosting a copy of the local site under these domains. how is the best way of doing this so i am not harming the main site and would the country sites be pickt up normal by google or is there any othe better way of solving this problem
