There are 3 principals factors(inbound links to a page, content of the page and outbound links of a page)
Inbound links are very important because you get pagerank from them, it is good that the page that link to you is a theme related webpage.
There are two properties in the content of a page very important : size ( at least 80 words and density [at least 23 words of separation between identical words] )
And finally, the outbound links dont have to be to rx sites , gambling sites or banned sites.

I don't think the themes matter yet. They may do in future though.

I think that the future is now and if you have a website of mp3 electronic then you will want a link of a webpage that have pages about mp3.

It is important to get links from relevant themed sites for traffic but not yet to get a better rank than your competitors. Most people (myself included) do think that themed links will eventually help your ranking though.
