To dtermine where a page ranks, you generally have to count it in the results. To determine PageRank(TM), download the toolbar:

Google do not really have any policies that we know about. Generally, you can link with any site you like, as long as its not banned. Linking to a poorly ranked sites will not affect your ranking unless its banned.
