Default Showing up in the right results

I have a site that I am tring to work on getting up in ranking and placement. My keywords are "Music News Washington DC." When I do a search for those keywords in google I come up no where even though I have a PR 4. If anyone can offer me some help that would be great.

How did you determine that you want to rank well for the term "Music News Washington DC"? Are a lot of people searching for that term? I would check the keyword research tools and see if there are a few other phrases that might be a better target.

In any case, you're doing well for that term already without knowing it:

Your best bet is to get more keyword text links to your site that include those terms (Music News Washington DC) but not necessarily in that order.

Problem is you did the search with quotes and I doubt many users use quotes when searching

Sounds like a relatively non-competitve niche, so I would recommend following the advice for optimizing for your specific keyword that attracts many searches.
However, I do not agree that you should abandon efforts toward garnering a high ranking for less popular keywords. Many successful webmasters report that a high percentage of their traffic actually comes from "fringe" keywords and search phrases instead of the specific terms.

Whats the difference between searching with quotes and without quotes and how do I optimize for the with out quotes?

When using commas, you get results where the exact phrase is used. Without commas, you get these pages where all keywords from the phrase are used - not necessarily in the same order and next to each other.
