First of all:

You really don't have that many backlinks. MSN, Altavista and All the Web, I didn't bother to post because they all showed no results.
This is only a sample, but if five different engines
give you a total of 17 different backlinks as a sample, then that means you're either targeting the wrong sites to get your link onto, or you're not getting linked at all.
Second,
PR is important, but it's not the be-all and end-all. The first search result for "employee assistance programme" reveals a PR4 site, the second a PR5 site. The reason that it does this is because the PR4 site has done more to internally optimize their site (such as putting the keyphrase in their header tags, and registering the domain name employeeassistanceprogramme.com) than has the latter (likely because the page has been around since 1997 and probably hasn't been updated since then from the looks of it).
Third, Google doesn't always index your site in its entirety the first, second, or even in some cases the third time. Google's pattern usually goes something like this:
1) Google visits your site and grabs the contents of the home page.
2) Google revisits and gathers some more stuff.
3) Step 2 is repeated until Google has all of your content for the period of time for which Google has visited.
The time these steps can vary anywhere from 5 weeks to over six months, depending on the amount of new or updated content Google has to index, the number of servers they have to do this with, the speed of their connections to site server connections, updates to the engine and to the spider, and whether or not Google is having PMS that day and hates its mother because she's always nagging it to be more like she is.
A few things you can do:
1) Get yourself into DMOZ. People here will tell you that it's not as crucial as it used to be, but from what I've seen it will generally knock a site up at least 1 in
PR.
2) Optimize your site a little better. Don't just put your key phrase in bold, put it in header tags and use anchor text to hyperlink to it.
3) Put the link to your site in your signature with the phrase "Employee Assistance Programme" or "EAP" as the description. This won't help a great deal for each individiual forum post, but over time it does have an effect. Every little edge counts.
4) Find yourself some better sites to get backlinks from, and ensure that their page rank is half-decent. Of the few I've seen that you had, most of their PRs were no higher than 2 and had enough outbound links to significantly dilute your own.
