You really have to wait for at least two to three months to see if the PR is passed and the site that's linked to gets higher PR.
You can also see the website called "blocked PR" that supposedly lists sites who PR has been blocked from passing PR onto othe rsites.

Im not sure exactly what you are asking. But, if the google PageRank is 0 then I think this would answer your question. Google doesn't block pagerank, that I know of, but if the ban the site the PR goes to 0, or if there aren't any incomming links the PR goes to 0, because PR is based on incoming links.

You can also look at a site's history through archive.org to see how long a link has been there.
BlockedPR is the site I was talking about.
