There are two catagories I could submit my site to in the ODP. One that has a PR of 6 and one that has a PR of 4 but is better suited for my website. Which one should I use?

Does Google look at the PR of the page your linked on or the PR of the index page of the site?

Which one should I use

The one that is best suited to your site. If you submit to one that is not best suited, you will have to wait even longer to get listed (assuming that your site is listable) as an editor will have to move you to the other category.
