Default only index page removed from google listing

Hi everybody,

me and my friends (web-sites mostly fro Istanbul and Turkey) had a big problem. 3 days ago it was starting removed index page of our some web-sites, no pr and no cached page but subpages had pr and cached.. and most of us received mail from url-remove@google.com (checked header out and it is real mail from google) with following message ;

The following urls/messages have been removed. Please contact googlebot@google.com if you do not approve:

www.mydomain.net/index.htm NOINDEX

But we haven't applied cause most of us listed top 20 on our main and strong keywords.. and exactly there was not robots.txt in out root and there was not meta tags like ;
<META NAME="ROBOTS" CONTENT="NOINDEX, NOFOLLOW"> or
<META NAME="GOOGLEBOT" CONTENT="NOINDEX, NOFOLLOW">

I do not understand it has been done by 3rd person or is it a kind of Google's penalty ..
if it is a kind of penalty why most Istanbul and Turkey web-sites affected ? why not others?
if by 3rd person - how?????
Most of us sent mail to googlebot@google.com, webmaster@google.com, help@google.com but NO REPLY till now..

Does anyone have any idea about it?

Maybe Google must be having some local problem which may be directly related to the datacenter of your zone.
