Default Why do some high traffic keyword Google SERPs have no ads?

I've been doing a lot of reading on Google Adwords (bought a couple of ebooks and have been studying the AW online help) and I've just recently noticed that some very high traffic and highly competitive keywords will produce no ads or sometimes only one or two ads on Google results pages. Pardon my ignorance but what does this mean? The best explanation I can come up with is that advertisers have figured out that using the content network for these keywords produces a much higher conversion rate. But still, I'm astonished. I would have thought that advertisers would have filled every nook and cranny in the Google Adwords system for these high traffic keywords. (Hope I explained this well enough...)

Gee, I'd rather not say. I was hoping someone would have noticed this with other keywords and could provide some insight without my having to give examples. This rarely happens with high traffic keywords, I take it?

Okay here's a good example (not the one I was thinking of but it will do):

"game cheats for ps2"

I just did a search in Google for this and it only produced one ad on the right side of the first page of results.
