Default noscript tags

Anyone know if you are allowed to place noscript tags after google ads? With JS turned off people on my site can browse and all just fine and they are not getting any ads. Is this allowed to place my own banner rotation script in the noscript tags for google to stop people from turning off JS to browse my site without ads?

Is this against any TOS thing?

At first glance and a shotgun answer, I would say yes, it is potentially in violation of their TOS, but then it also seems like a gray area depending on what you read and your interpretation:

To be on the safe side, and no offense to anyone here, I would not take anyone's word for it or best guess - Contact Google AdSense directly and pose the query to them.

Thanks I took your advice and emailed them with this.

I was hoping to get a answer from you as to if we can place noscript tags below your google ads to put in our own banners if Javascript is turned off. This will in no way effect the appearance of the ads and does not change any code that you supply. I am looking for a way to display ads to people even with javascript turned off as some of my users are doing.

It seams you can use noscript tags as it does not change the code they supply. Still a very vague answer by them IMO.
