Best PPC Bid Manager Software

Greetings.

I am having some problems using Atlas for my companies PPC campaigns. I was curious is anyone could recommend a quality PPC manager software that will help us with Google. Specifically, I'm looking to place bids in the 4-8 range. Due to policy with our agents, we cannot be positioned in the Top 3 spots.

Any ideas?
