Flash 'under' site

Hi all.

Can anyone tell me how you get a flash background that apears under the main content?

I had a look at the code for the following sites and couldn't work it out-

www.nats.co.uk (the stripey colouring thing)
http://www.bbc.co.uk/bbctwo/programmes/?id=dragons_den (the moving clouds)

I'd like to be able to add some of this functionality to a number of sites I have designed including this concert pianist site.
