want to convert mpeg to flv, you can use Flash Video MX

I have used the Free Riva Encoder with success:

Then there are several options for displaying it on your site. One of the cleanest is http://www.proxus.com/components/FLV_VideoPack.php but...it isn't free!

i`m using video to flash convereter pro, but i guess you probably dont need a pro version of it, so there is a simple edition that will be fit for you.
also i`m suggesting to visit www.vidflash.com, its mst be online converter with following web casting, so converter file you can put on a web page, but I havent tried it by myself yet, so cannot say anything more, but I guess its very promising to me.

Sorenson squeeze does a good job also.
Cant you just import the quicktime movie into a flash file and export it as an flv?

I want to convert video to flash that can be played on Internet Explorer.I hope that It supports types of source video files such as mpeg, avi, mpg, wmv, rm, rmvb, mov and so on, and can generate flash 7,8 video output, then get the flash on the web. and it can add special effects, movie beginning and movie end. If it support batch encoder is more better.
