what should be the resolution of PSD banner which i will use in FLASH. Some of the JPG banner looking poor in SWF output.

The best output for Flash from Photoshop is to use the "save for web"

Make sure your image is sized right in Photoshop. If You further adjust the size in Flash, quality will suffer.

Also make sure the img is placed on whole pixels and that the JPEG quality in the publish settings is sufficiently high.
