Budget numbers

I am working with a client to prepare a budget to present to potential investors for their product and its website. The site is basically a portal to paying "subscribers" to their service. One of the line items is "hardware", although they aren't sure if they want to go with a brick & mortar office to with a server and 24hr tech or virtual with 24hr support through a service. I have been asked to get clear budget numbers on both, however the catch is this, because of confidentiality reasons I cannot contact the service providers directly. So I'm left to quiz my resources. Can anyone give me some conservative numbers to budget for either scenario? and options for service providers?
